About the Role
We are looking for an experienced Chief Technical Product Owner to build and scale our card infrastructure for a virtual card program, overseeing acquiring, issuing, certification, Visa/Mastercard sponsorships, BIN/IBAN management, antifraud, tokenization, 3D Secure, PCI DSS, and AML/KYC compliance, while ensuring seamless API/webhook integrations with banks and payment systems.

Will do:

Product Strategy & Leadership
• Define the product roadmap for virtual card programs, aligning technical capabilities with business goals;
• Work closely with cross-functional teams (legal, compliance, operations, and engineering) to ensure successful program launches;
• Monitor industry trends and innovate card program features to maintain a competitive edge.

Card Infrastructure Development
• Design, implement, and scale a secure and compliant card infrastructure for virtual card programs;
• Lead card acquiring and issuing processes, including BIN sponsorship, IBAN allocation, and scheme certifications (Visa, Mastercard);
• Ensure compliance with PCI DSS, AML/KYC, and regional financial regulations.

Partnership & Compliance Management
• Build and maintain strategic relationships with banks, payment processors, and card networks (Visa, Mastercard);
• Lead certification processes and ensure adherence to scheme rules, PCI DSS audits, and AML/KYC requirements;
• Act as the primary technical liaison for sponsorship agreements, BIN sponsorship, and compliance audits.

Technical Integrations
• Oversee API and webhook integrations with banks, payment gateways, and third-party financial service providers;
• Implement antifraud systems, card tokenization, and 3D Secure authentication to enhance security and user experience;
• Collaborate with development teams to ensure seamless technical execution and system reliability.

Required:

Technical & Professional Skills
• 5+ years of experience in payment systems, card issuing/acquiring, or fintech product ownership;
• Strong expertise in Visa/Mastercard certification, BIN sponsorship, IBAN management, and PCI DSS compliance;
• Hands-on experience with API/webhook integrations, antifraud systems, tokenization, and 3D Secure;
• Knowledge of AML/KYC procedures, regulatory compliance, and risk management in financial services;
Experience working with banks, payment processors, and card networks in a technical or product ownership capacity.
Soft Skills & Languages
• Fluency in Russian and English (both written and verbal) for communication with international partners;
• Strong negotiation, stakeholder management, and leadership skills;
• Ability to translate complex technical requirements into clear business strategies;
• Analytical mindset with a problem-solving approach in high-pressure environments.
