Project Controls Specialist (Refinery)

Location: Onsite at the Carson, California refinery, United States; available schedules are 9/80, 5/40, or 4/1, with core business hours from 8 AM to 3 PM and after-hours calls once a month.

Salary: $106,900–$184,300 annually.

What you will do

• Prepare and manage project budgets, forecasts, cost reports, variance analyses, and corrective actions.
• Develop and maintain detailed project schedules, integrating scope, schedule, and cost data while identifying schedule risks.
• Apply earned value management techniques and provide project performance metrics, dashboards, progress reports, and executive summaries.
• Assess project risks and opportunities, develop mitigation plans and contingency budgets, and manage change controls affecting cost and schedule.
• Coordinate project execution with project management, engineering, procurement, construction, accounting, corporate groups, contractors, and stakeholders.
• Improve project controls tools and processes, support audits and compliance activities, and mentor junior project controls staff.

Requirements

• High School Diploma or GED and at least five years of project controls experience, or a Bachelor's Degree in Engineering, Construction Management, or a similar field and at least four years of project controls experience.
• Knowledge of project stage-gate and development processes, stage-gate deliverables, multi-discipline estimating, and field construction, with a track record of performance delivery.
• Proficiency in Microsoft 365, including Word, Excel, and Outlook.
• Strong verbal and written communication skills, self-motivation, and ability to work in a fast-paced team environment.
• Ability to wear refinery PPE, including a respirator, physically perform field tasks, and complete a hair drug test and physical.
• Valid driver's license.
• Legal authorization to work in the United States without requiring future visa sponsorship.
• Ability to work one of the onsite schedules: 9/80, 5/40, or 4/1; core business hours are 8 AM–3 PM.
• Ability to handle after-hours calls once a month.
• Travel requirement of 5% or less.

Nice to have

• Bachelor's Degree in Engineering, Construction Management, or a similar field.
• Experience in both cost and scheduling.
• Working knowledge of Primavera P6.
