Offshore Wind PMO Manager

Location: Tokyo, Japan; full-time from the client's office. Candidates must be based in or willing to relocate to Tokyo.

What you will do

• Lead PMO services and implement, review, and improve the project's PMO strategy, processes, procedures, and deliverables.
• Establish and maintain integrated project schedules, coordinating package and contractor schedules with the Project Planner.
• Create, implement, and monitor DEVEX and CAPEX budgets, expenditure, forecasts, changes, and approved baselines.
• Lead risk management and implement change management, interface management, and document control processes.
• Support Package Managers with concept selections and decision-making while ensuring regulatory, industry-standard, and CSR reporting compliance.
• Build and lead the PMO team, coordinate international and Japanese stakeholders, and report project progress, performance, forecasts, and key risks to shareholders and senior management.

Requirements

• Professional working proficiency in English, written and spoken.
• Bachelor's or Master's degree in engineering, business, or a related field.
• 8+ years of experience in project management or project controls, including at least 5 years in a PMO or Project Controls Manager role within offshore wind, energy, construction, or a related industry.
• Strong knowledge of planning, risk management, interface management, and cost control, including DEVEX and CAPEX budgeting.
• Experience reporting to senior management, boards, or shareholders and presenting complex matters clearly and straightforwardly.
• Strong knowledge of Primavera P6 or MS Project, Microsoft Office, and Power BI.
• Experience building and leading high-performing teams.
• Based in or willing to relocate to Tokyo and work full-time from the office.

Nice to have

• Professional working proficiency in Japanese, written and spoken.
• Experience as an owner's or shareholders' representative.
• Offshore wind experience across development and construction phases.
• Experience with the Japanese offshore wind or energy market.
• PMP certification or equivalent competences.
• Experience setting up a PMO from scratch on a new project.
