Technical Program Manager, Data

Location: New York City office, United States; hybrid schedule with 3 days of in-office work per week, including Thursdays for team meetings and events.

Base pay: $117,576–$154,319 per year.

What you will do

• Own the integrated enterprise data migration plan from scoping through delivery and operational handoff, including migration waves, milestones, dependencies, owners, and acceptance criteria.
• Coordinate dbt migration, Cube implementation, data governance, and data quality workstreams across Analytics Engineering, Data Engineering, Data Science, Analysts, and business owners.
• Map dependencies, resolve scope and readiness gaps, and make sequencing, capacity, and implementation tradeoffs clear.
• Drive risk management, escalation, reconciliation, testing, cutover, rollback planning, adoption, and operational readiness.
• Establish validation evidence, go/no-go criteria, security, privacy, and compliance reviews, while maintaining business continuity.
• Provide Data and executive leaders with visibility into progress, readiness, decisions, and outcomes, and help improve TPM practices.

Requirements

• 5+ years of technical program management or project management/process-oriented operations experience.
• 2+ years using coding languages such as SQL to analyze project performance and risks and develop reports for management and business owners.
• Experience independently leading complex software development programs across multiple teams from planning through launch and operational handoff.
• Technical fluency in data pipelines, transformation layers, data models, semantic layers, lineage, and integrations.
• Ability to structure ambiguous enterprise programs, manage cross-domain dependencies and competing priorities, and coordinate data validation, cutover readiness, and business continuity.
• Experience building trust and influencing Analytics Engineering, Data Engineering, Data Scientists, Analysts, business owners, and executive stakeholders without direct authority.
• Clear written and verbal communication, including translating technical migration risks into business impact and recommending actions to senior leaders.
• Strong ownership and follow-through when plans change or obstacles arise.

Nice to have

• Experience in healthcare, health insurance, or another regulated industry.
• Experience with dbt and Cube or comparable transformation and semantic-layer technologies.
• Experience implementing data governance, data quality controls, lineage, or consistent business metric definitions across domains.
• Experience coordinating external vendors and supporting adoption of new data platforms and ways of working.
• Experience migrating business-critical analytics or reporting using staged validation, reconciliation, cutover, and rollback practices.
