Project Lead (IT Modernization)

Location: Adelphi, Maryland, United States; non-remote. Relocation incentive available.

Salary: USD 80,000–120,000 yearly.

What you will do

• Serve as the primary interface for Government stakeholders, customers, subcontractors, and project delivery teams throughout the project lifecycle.
• Lead requirements-gathering sessions and translate business and technical needs into project plans, work packages, and deliverables.
• Develop and maintain SOWs, PWSs, project charters, integrated project plans, execution roadmaps, schedules, milestones, and success criteria.
• Manage budgets, forecasts, labor allocations, resource utilization, task orders, modifications, funding, and resource planning.
• Monitor scope, schedule, cost, quality, risks, dependencies, and issues; develop mitigation strategies and drive process improvements.
• Coordinate enterprise IT modernization, infrastructure enhancement, cloud migration, cybersecurity, and digital transformation initiatives while providing status reports, metrics, briefings, and recommendations.

Requirements

• U.S. citizenship and an active DoD Secret Clearance.
• Five or more years of experience leading projects, programs, or enterprise IT initiatives in Government, research, engineering, or technical environments.
• Experience gathering customer requirements and translating business needs into project plans and technical deliverables.
• Experience developing and managing SOWs, PWSs, project plans, budgets, schedules, and performance metrics.
• Experience supporting enterprise IT, cybersecurity, cloud, infrastructure, or modernization initiatives.
• Strong project planning, risk management, resource management, and financial management skills.
• Experience supporting Government contracts, task orders, and customer-facing project activities.
• Proficiency with Microsoft Office Suite, including Project, Excel, PowerPoint, Word, and Visio.
• Strong analytical, critical-thinking, problem-solving, written, verbal, interpersonal, and organizational skills, with the ability to manage multiple priorities and work with technical and non-technical stakeholders.

Nice to have

• Bachelor’s degree in Business Administration, Information Technology, Computer Science, Engineering, Project Management, or a related discipline.
• PMP, CAPM, ITIL, Agile, Scrum, or other project management certifications.
• Experience supporting ARL, DoD, or Federal Government environments and research, engineering, testing, or laboratory environments.
• Experience leading infrastructure modernization, cloud migration, cybersecurity, or enterprise transformation initiatives.
• Familiarity with ITIL, Agile methodologies, DevSecOps, and modern project delivery frameworks.
• Experience preparing executive-level briefings, reports, and presentations.
• Experience coordinating multidisciplinary technical teams and stakeholder groups.
