Senior Financial & Budget Management Analyst

Location: On-site at NGA Washington and surrounding facilities, including Fort Belvoir, Virginia, US; eligible for OCONUS travel.

Salary: $128,000–$140,000 USD annually.

What you will do

• Lead financial management activities for an NGA program or group of programs, including budget analysis, planning events, documentation, and resource allocation.
• Prepare and defend program budgets, budget testimony, briefing materials, formal responses, and complex POM/BES submissions for oversight bodies and government stakeholders.
• Analyze complex financial data, multi-year trends, funding execution, and what-if scenarios using automated tools and databases.
• Recommend fiscal execution spend plans and strategies for addressing funding shortfalls.
• Oversee and analyze the prime contractor’s Earned Value Management System, validate data, and present variance and trend analysis.
• Present cost-benefit analyses, affordability assessments, and financial recommendations to government leadership and support the government Program Manager.

Requirements

• Master’s degree and at least 10 years of relevant experience, compliant with GSA standards.
• Demonstrated experience providing financial support, including federal financial management support.
• Advanced proficiency in MS Excel, including formulas, functions, and pivot tables for budgetary data analysis and reconciliation.
• Proficiency creating financial charts and briefings in MS PowerPoint.
• Experience researching, maintaining, and presenting complex budget analysis to all levels of management.
• Excellent verbal and written communication skills and the ability to handle confidential information with integrity and tact.
• Expert knowledge of the PPBE process and expertise in EVM analysis under ANSI/EIA-748.
• Experience preparing funding requisitions such as MIPRs and Air Force Form 9s.
• Active Top Secret clearance with eligibility for SCI access.
• Willingness to undergo and successfully complete a Counterintelligence polygraph.
• Eligibility for OCONUS travel.

Nice to have

• Three years of experience with DoW/IC financial processes and software.
• Certified Defense Financial Manager certification.
• Master’s degree in Business, Information Systems, Engineering, Computer Science, or a related technical field.
• Data mining expertise across multiple financial management systems and presenting that data to the government.
