Budget & Finance Analyst

Location: Hybrid, with 3–4 days per week onsite at the Mark Center in Alexandria, VA and 1–2 days remotely.

Salary: $89,400–$129,700 USD per year.

What you will do

• Support the Planning, Programming, Budgeting and Execution process, including Program Objective Memorandum development, budget exhibit reviews, and financial execution oversight.
• Integrate capability portfolio management, strategy, funding requirements, resource requests, and appropriations across the OASW(NDCBD) portfolio.
• Write, edit, and justify RDT&E, Procurement, and O&M budget exhibits and develop analytical products using WDP and DAI.
• Analyze financial and programmatic data, assess operational investments, and support planning and execution of budgetary resources.
• Prepare congressional budget briefing products and support engagements and information requests from OMB, Congress, CAPE, Comptroller, WHS, and A&S Business Operations staff.
• Maintain knowledge of statutory, DoW, and OMB financial management regulations and support updates to relevant databases.

Requirements

• Active Secret security clearance.
• Bachelor’s degree in business, finance, accounting, economics, or a related field; a master’s degree may substitute for 3 years of experience.
• 8+ years of budget and financial analysis experience.
• Familiarity with current DoW budgetary principles and their operational impact.
• Experience with military components or DoW agencies’ CBRN or CWMD activities budget.
• Experience addressing RDT&E, Procurement, and O&M budget issues and working with DoW appropriations and budget documents.
• Experience briefing and engaging GO/FO/SES-level personnel and working as an action officer at headquarters staff or component command level.
• Knowledge of DoW programming, budgeting, financial processes, and the DoW Financial Management Regulation.
• Experience developing budgetary and financial management policy and guidance.
• Experience with DoW financial management systems, including WDP and DAI.
• Experience using Microsoft Office, particularly Excel pivot tables and PowerPoint, and creating guidance documents, action memos, and information memos for GO/FO/SES-level audiences.
