Department Leader - Land Development

Location: Santa Ana, California, United States (Hybrid)

Salary: $185,000–$255,000 per year, plus eligibility for a discretionary performance bonus.

What you will do

• Lead and grow the Santa Ana Land Development team through technical direction, mentorship, and people leadership.
• Develop strategies to expand the Land Development practice throughout Southern California and define its long-term market direction.
• Identify new clients, markets, and business opportunities; strengthen existing client relationships; and support proposals, interviews, presentations, and pursuit strategies.
• Lead complex land development projects from planning and feasibility through entitlement, design, permitting, and construction.
• Oversee multidisciplinary teams, project scope, schedules, budgets, quality, and technical delivery while coordinating with municipalities, agencies, developers, architects, and other partners.
• Represent the organization in the Southern California development and professional community and mentor emerging professionals, project managers, and future technical leaders.

Requirements

• Bachelor’s degree in Civil Engineering or a related engineering discipline.
• 15+ years of Civil Engineering and Land Development experience with progressive leadership responsibility.
• California Professional Engineer (P.E.) license, or the ability to obtain it within one year.
• Strong knowledge of the Southern California land development market, regulatory environment, municipalities, and agencies.
• Established industry and client relationships with a proven ability to develop new business.
• Technical experience across site development, grading, drainage and stormwater, utilities, water and sewer systems, WQMP, LID, and NPDES requirements.
• Proven success leading complex projects and multidisciplinary teams from planning and entitlement through design, permitting, and construction.
• Ability to mentor engineering professionals and build collaborative, high-performing teams.
• Strong client leadership, communication, business development, and relationship-building skills.
