Staff Technical Programme Manager (Quantum Computing)

What you will do

• Own end-to-end delivery of the Systems Software roadmap across several concurrent programmes.
• Coordinate dependencies between runtime, orchestration, quantum tools, controllers, transport, hardware, science, and systems integration teams.
• Make programme contention, capacity needs, risks, blockers, on-call load, sustaining work, and technical debt visible to decision-makers.
• Run intake and triage so requests reach the appropriate team with the right priority.
• Maintain accurate requirements, plans, schedules, and Jira records, including automating consistency checks.
• Coordinate delivery processes across Oxford and US teams and write concise status updates for programme directors, engineering leaders, and senior leadership.

Requirements

• Significant experience running technical programmes across several software teams, ideally in systems, embedded, compiler, or platform software.
• Ability to discuss scope and trade-offs directly with engineering leads, read and reason about code, and re-plan when timelines become unrealistic.
• Track record of leading teams through genuine ambiguity and creating the first version of a plan when no plan exists.
• Ability to break broad problems into specific, assignable actions and design a team operating cadence.
• Technical fluency, clear concise written and verbal communication, and the ability to work with technical and senior stakeholders.
• Ability to re-baseline plans against reality, distinguish motivating targets from unrealistic dates, identify risks early, and escalate without drama.
• AI is expected to be a core part of the working approach, such as for agent-driven tracking, reconciliation, or reporting.

Nice to have

• Experience with software that works closely with hardware, including in labs, robotics, aerospace, scientific instruments, or similar environments.
• Capacity and staffing modelling experience.
• Experience designing operating cadences and leading work across sites and time zones.
• Experience with Jira, Confluence, and GitHub, preferably using lightweight processes.
• Quantum computing background is not required.
