Program Manager (Federal Health Programs)

Location: Full-time onsite at a Government facility in Northern Virginia; candidates must live within commuting distance of the Washington, DC metropolitan area. Standard core business hours are Monday through Friday in Eastern Time. Limited telework may be permitted with approval.

What you will do

• Lead day-to-day management of all contract support operations across multiple concurrent task areas and monitor performance against standards.
• Plan, coordinate, and direct contract activities; assign schedules, enforce work standards, supervise contractor personnel, and review work products.
• Act as the primary contractor interface with the Government's Contracting Officer's Representative and communicate with senior Government leaders, contractors, and partner agencies.
• Oversee support for joint Department of War and Department of Veterans Affairs governance, interagency health care partnerships, strategic planning, annual reports to Congress, and policy and legislative advisement.
• Oversee joint interagency funding program management and financial tracking, front office operations, records and document management, travel, calendars, websites, SharePoint, Government-provided AI tools, and collaboration sites.
• Manage kick-off, quality control, monthly reporting, transition activities, workforce continuity, compliance, progress meetings, travel, and authorized direct costs.

Requirements

• Bachelor's degree and active Project Management Professional (PMP) certification.
• Minimum 20 years of experience working in the Military Health System (MHS).
• Minimum 10 years of experience with joint Department of War/Department of Veterans Affairs health care programs, formerly DoD/VA.
• Minimum 10 years of contract management experience.
• Experience leading contractor teams, managing deliverables, staffing, schedules, work standards, and quality of work products.
• Strong executive communication skills with senior Government leadership, contractors, and partner agency representatives.
• Current Public Trust background investigation.
• Ability to work onsite in Northern Virginia during core business hours.
• Ability to comply with security, background investigation, non-disclosure, privacy, HIPAA training, PII/PHI handling, incident reporting, records management, and Government property requirements.

Nice to have

• Master's degree in Health Administration, Public Health, Business Administration, Public Administration, or a related field.
• Experience supporting senior joint Department of War/Department of Veterans Affairs governance bodies, interagency health care sharing, or joint funding programs.
• Experience with the Defense Health Agency, health affairs leadership offices, or TRICARE.
• Experience managing firm-fixed-price task orders.
• Familiarity with the Veterans Health Administration.

Hiring process

• The position is contingent upon contract award, and selected candidates may be asked to sign a letter of commitment.
