Sr. Workforce Planning & Staffing Manager (Federal Consulting)

Location: Arlington, Virginia, United States (Hybrid)

Salary: $130,000–$160,000 per year

What you will do

• Lead portfolio-wide workforce planning, forecasting, staffing, resource optimization, and talent deployment across programs, projects, and workstreams.
• Maintain integrated views of open positions, staffing needs, available resources, anticipated demand, skills, vacancies, utilization, hiring pipelines, and staffing risks.
• Translate customer requirements into workforce needs and coordinate resource selection, candidate matching, internal mobility, deployment, onboarding, and offboarding.
• Develop workforce forecasts and long-range plans covering future skills, succession, workforce readiness, continuity, risks, and organizational growth.
• Identify skills gaps, support recruiting and training priorities, and facilitate recurring workforce and staffing reviews with program leadership.
• Coordinate subcontractor and vendor staffing, monitor vendor performance, and optimize external workforce partnerships for critical skills and surge requirements.

Requirements

• Bachelor’s degree in Business Administration, Human Resources, Program Management, Organizational Development, or a related field.
• 7+ years of experience supporting workforce planning, staffing, resource management, program operations, or consulting operations.
• Experience supporting a large federal government program, portfolio, or professional-services organization.
• Experience managing staffing across multiple projects or workstreams simultaneously.
• Strong understanding of resource forecasting, utilization, workforce capacity planning, and staffing pipelines.
• Experience working with program managers, project leaders, recruiting, and HR organizations.
• Strong analytical and organizational skills, including the ability to manage large volumes of workforce information.
• Experience developing or maintaining workforce dashboards, trackers, or staffing reports.
• Strong written and verbal communication skills and the ability to operate proactively and efficiently in a fast-moving environment with changing customer requirements and staffing priorities.

Nice to have

• Experience supporting DHS, CISA, or another federal civilian agency.
• Experience supporting portfolios of 100+ employees.
• Experience with federal contracting environments, including task orders, recompetes, transitions, and surge staffing.
• Familiarity with skills-based workforce planning or capability-based resource management.
• Experience with Power BI, Excel, Smartsheet, ServiceNow, or similar workforce-management tools.
• PMP, SHRM, PHR, or workforce-planning certification.
