Subcontract Management Lead

Location: Mirabel, Quebec, Canada; day shift; domestic and international travel required.

Salary: CAD 100,500–150,500 annually.

What you will do

• Lead negotiations, contract execution, administration, and lifecycle management for complex subcontracts covering technical development, design, materials, production, intellectual property, software use, partnerships, and specialized services.
• Prepare specifications, statements of work, terms and conditions, requests for proposals, supplier conferences, evaluations, awards, and subcontract documentation.
• Manage strategic supplier performance against contractual, quality, cost, delivery, technical, and schedule requirements, including equipment management and repair-and-overhaul activities.
• Develop sourcing strategies, assess supplier risks, and implement mitigation, cost-saving, and cost-avoidance plans.
• Coordinate with Program Management, Business Development, Supply Chain, Operations, Technical, and Trade Compliance functions; brief senior management, clients, and suppliers.
• Coach the subcontract management team, support business objectives, maintain supplier and customer relationships, and provide recommendations affecting program results.

Requirements

• Bachelor’s degree in Administration, Engineering, or Project Management.
• At least 10 years of experience in subcontracting, procurement, supply chain management, or equivalent relevant legal, engineering, project management, or contract management experience.
• Prior experience in subcontract administration and management, including subject-matter expertise in subcontract terms and conditions and project management.
• Experience leading complex terms-and-conditions negotiations with OEMs and large subcontractors.
• Leadership and influence experience without direct reports, with the ability to act as a manager’s delegate or replacement.
• Experience with trade compliance regulations, including ITAR and EAR; knowledge of the Government of Canada Controlled Goods and Contract Security Programs.
• Knowledge of industrial and technological benefits policy and value proposition, plus experience with international and commercial subcontractor contracts.
• French-language knowledge is required in addition to English due to contractual requirements.
• Eligibility for registration with the Controlled Goods Program, obtaining and maintaining Government of Canada Reliability status and Secret Level 2/NATO Secret security clearance, and meeting U.S. ITAR requirements.
