FMS Program Manager

What you will do

• Support planning, execution, delivery, sustainment, and closure of F-16 Foreign Military Sales programs across DoD acquisition stages.
• Monitor and coordinate security assistance issues, Letters of Request, Letters of Offer and Acceptance, export licenses, technology transfer, and disclosure activities.
• Manage FMS LOA and Manpower Requirements Package modifications, amendments, line management, budgets, funding status, deliverables, and financial tracking.
• Support pre-LOA development, Statements of Objectives, Statements of Work, contractor proposal reviews, contract award actions, and evaluation of responses to Government Requests for Proposals.
• Coordinate inputs from finance, management, procurement, engineering, and logistics teams; maintain project documents, standard operating procedures, risk management records, and Integrated Master Schedules.
• Prepare briefings, correspondence, metrics, analyses, and meeting materials, and support program, design, financial, production readiness, and technical interchange meetings in CONUS and OCONUS locations.

Requirements

• Active Secret security clearance.
• Master’s or Doctoral Degree in a related field plus at least 10 years of experience in the relevant technical or professional discipline, including at least 5 years in the DoD; or a Bachelor’s Degree in a related field plus at least 12 years of relevant experience, including at least 5 years in the DoD.
• Alternatively, at least 15 years of directly related experience with the required certifications, including at least 8 years in the DoD.
• Knowledge of FMS-related areas, including ITAR, Delegation of Disclosure Letters, the DISAM manual, and the Security Assistance Management Manual (DoD 5105.38-M).
