Stakeholder Engagement and Communications Manager, ANS (Infrastructure)

Location: Phoenix, AZ, US; hybrid workplace. The role supports projects and stakeholder relationships throughout California and requires travel up to 25% depending on client needs.

What you will do

• Lead stakeholder engagement and communications programs for large-scale infrastructure and capital projects.
• Advise public agencies, project teams, contractors, and other stakeholders on communications and engagement strategies.
• Develop outreach plans, executive messaging, technical narratives, proposals, qualifications packages, grant applications, and interview presentations.
• Manage public meetings, community events, stakeholder inquiries, issue resolution, and communications with communities, businesses, elected officials, and governing boards.
• Analyze stakeholder feedback, track KPIs, prepare progress reports, and recommend actions to improve project delivery.
• Identify stakeholder, reputational, and political risks while supporting capture planning, market research, account development, and new business pursuits.

Requirements

• Bachelor’s degree in Communications, Public Relations, Political Science, Public Policy, Journalism, Project Management, Urban Planning, or a related field.
• 8–10 years of experience in stakeholder engagement, public affairs, communications, government relations, or community outreach.
• At least 8 years of experience supporting infrastructure, construction, transportation, or other capital projects.
• At least 5 years of experience writing proposals, bids, grant applications, or other persuasive business documents.
• Ability to work in a hybrid arrangement in Phoenix, Arizona, US, and travel up to 25% as required by clients.

Nice to have

• Experience in a government, legislative, public agency, construction management consulting, or government relations role.
• Familiarity with California public agencies and procurement processes.
• Knowledge of CEQA, NEPA, and public participation requirements.
• Writing, proposal, or communications portfolio; graphic design management and content creation experience.
• Experience with social media and metrics management.
