Organisational Design Consultant

Location: Remote, Canada; Ottawa, ON

What you will do

• Document organisational units, roles, reporting lines, and capacity involved in knowledge creation and maintenance across tax, individual enquiries, and business enquiries.
• Assess capability gaps, capacity shortfalls, ownership conflicts, single points of failure, and informal content responsibilities.
• Build an organisational RACI matrix covering authoring, review, approval, publication, maintenance, and retirement of content.
• Define and compare centralised, federated, and hybrid knowledge management operating models, including resourcing implications.
• Draft role profiles and effort estimates for knowledge managers, taxonomy stewards, content owners, content authors, and AI-related roles.
• Design the transition, change-management, training, and communication approach and align it with the governance workstream.

Requirements

• 8+ years of experience in organisational design, operating model design, workforce planning, or organisational effectiveness consulting.
• Demonstrated delivery of implemented organisational design deliverables, including RACI matrices, target operating models, role profiles, and transition plans.
• Experience designing operating models across multiple business units with shared or contested ownership.
• Strong stakeholder engagement skills at director and executive level.
• Ability to work effectively in a part-time, concentrated consulting engagement.
• Eligible to obtain and hold a Government of Canada security clearance.

Nice to have

• Knowledge management, content, or digital service operating model experience.
• Contact centre or shared services experience involving AI or automation.
• Prosci, CCMP, or organisational development qualification.
• Bilingual English/French.
