Contract Specialist

Location: Fully remote within the United States; Monday–Friday during Eastern Time business hours, up to 40 hours per week.

Salary: $40.00–$43.00 per hour, depending on experience, education, and clearance level.

What you will do

• Support the IMLS Contracting Officer and OCFO team across the full federal acquisition lifecycle.
• Conduct market research, develop solicitations, and support large acquisitions from planning through award.
• Issue open-market purchase orders, task orders, delivery orders, and call orders under applicable FAR provisions.
• Prepare contract modifications, option exercises, bilateral supplemental agreements, and contract close-outs.
• Conduct price analyses, prepare acquisition memoranda and award summaries, and maintain complete contract files.
• Complete CPARS evaluations, provide procurement guidance, and report weekly on actions, hours, deadlines, and accomplishments.

Requirements

• Bachelor’s degree from an accredited university and at least 24 semester hours in relevant business, finance, law, accounting, contracts, economics, or related fields.
• At least 4 years of GS-1102 or equivalent U.S. federal acquisition support experience; COR experience alone does not qualify.
• Experience with open-market acquisitions, purchase orders under the SAT, delivery and task orders under FAR Subparts 8.4 and 16.5, and option modifications under FAR Subpart 17.2.
• Experience with FAR interpretation, price analysis, contract documentation, CPARS evaluations, contract close-outs, and bilateral supplemental agreements.
• Strong analytical, written, verbal communication, organization, problem-solving, and multitasking skills.
• Proficiency in Microsoft Word, Excel, Access, PowerPoint, and Microsoft Project; completion of IMLS onboarding, security, confidentiality, and conflict-of-interest requirements is required.

Nice to have

• Federal Acquisition Certification in Contracting (FAC-C) or equivalent 1102 certification.
• Experience with large acquisitions, end-of-fiscal-year award surges, small or micro federal agencies, or serving as a primary acquisition support resource.
• Experience working remotely with federal customers through Microsoft Teams, Zoom, and Office 365.
• Experience applying agency AI-use policies to acquisition work products.

Hiring process

• Start is anticipated by late October 2026 after government review of qualifications and onboarding.
• The engagement has a one-year period of performance from September 30, 2026, through September 29, 2027, with an option to extend up to six months.
