Project Manager (Contractor)

Location: Boise, Idaho, USA; hybrid with 2–3 days per week on-site at the Idaho Department of Health and Welfare offices. Fully remote work is not available.

What you will do

• Lead the full lifecycle implementation of new Medicaid Management Information System modules and components, from planning and architecture through go-live and certification.
• Establish and manage project scope, budget, master schedules, work plans, governance, milestones, and risk mitigation strategies.
• Coordinate system integrators, technology vendors, state operational teams, and multidisciplinary resources across discovery, development, testing, cutover, and post-implementation certification.
• Ensure technical and functional deliverables support data aggregation, reporting, analytics, and integration with the state's Enterprise Data Warehouse.
• Identify critical-path risks and operational bottlenecks, escalate issues, and coordinate remediation with executive management.
• Present formal project updates and briefings to department executives, community stakeholders, and legislative committees.

Requirements

• 5+ years of direct project management experience leading complex technology modernization initiatives in healthcare or state government environments.
• Experience managing critical paths, milestones, work breakdown structures, formal deadlines, requirements, data aggregation, and reporting or analytics deliverables.
• Demonstrated ability to establish governance, escalate issues early, mitigate risks, and coordinate cross-functional stakeholders.
• Strong written, verbal, organizational, and executive-level communication skills, including experience with public governance or legislative bodies.
• Ability to report on-site to client offices in Idaho 2–3 days per week is required.

Nice to have

• Experience working directly with Idaho state government agencies.
• Knowledge of state Medicaid programs, MMIS modularity, and CMS certification standards.
• Experience managing legacy-to-modern system and data conversion projects.
• Formal change management experience, including end-user training and organizational communications.
• PMP or equivalent project leadership certification.
