Implementation Lead (IT Systems)

What you will do

• Stand up a nationwide enrollment network across fixed, retail-based, mobile, pop-up, and Island Area sites.
• Lead site activation, including build-out, equipment deployment, security assessments, authorization, staff training, and opening.
• Direct development, configuration, integration, testing, and deployment of scheduling, capture, transmission, badging, and onboarding applications using Agile and DevSecOps practices.
• Lead integration, performance, user acceptance, and operational readiness testing with Government partners.
• Manage releases, defects, deployment plans, go-live criteria, equipment logistics, centralized badge production, and site scaling.
• Use 2028 Census Test results to improve processes, integrations, staffing, scheduling, and the 2030 Census baseline.

Requirements

• Bachelor’s degree in information systems, engineering, operations management, or a related field.
• 10+ years leading IT system implementations, including at least 5 years leading multi-site or nationwide deployments.
• Experience leading Agile software releases alongside coordinated hardware and field deployments.
• Experience planning and conducting integration and operational readiness testing with Government stakeholders.
• Working knowledge of logistics, equipment deployment, and large-scale site activation.
• Ability to obtain a Department of Commerce Background Investigation and Census Special Sworn Status.

Nice to have

• Experience with biometric enrollment centers, retail partner networks, mobile collection units, or surge operations.
• Prior Decennial Census deployment experience.
• PMP, SAFe, or CSM certification.
• Familiarity with Census systems such as CHEC and CAMPIN.
• Experience managing dedicated, retail, mobile, and hiring-event enrollment sites.
