Senior Emergency Response Operations Analyst

What you will do

• Lead analysis of emergency response and preparedness plans, policies, programs, capabilities, and emerging high-consequence threats.
• Conduct strategic assessments, risk analyses, and gap analyses to identify vulnerabilities and strengthen national response and recovery capabilities.
• Develop recommendations, policies, procedures, program plans, operational guidance, reports, briefings, and executive-level materials for FEMA leadership and mission partners.
• Support planning and execution of exercises, workshops, tabletop exercises, working groups, interagency meetings, and stakeholder engagements.
• Research emerging threats, hazards, technologies, and response capabilities, translating findings and lessons learned into actionable improvements.
• Manage complex assignments, coordinate deliverables across government and contractor stakeholders, mentor junior analysts, and ensure products meet quality and Section 508 accessibility requirements.

Requirements

• US citizenship and ability to obtain DHS Public Trust are required.
• 11+ years of experience in emergency management, emergency response planning, preparedness, emerging threats, policy analysis, national security, or a related field.
• Experience conducting strategic or program-level analysis and developing emergency response plans, policies, procedures, capability assessments, or gap analyses.
• Experience working with federal agencies, interagency partners, or other government stakeholders on emergency management or national preparedness initiatives.
• Bachelor’s degree in a related field, excellent written and verbal communication skills, and strong analytical and problem-solving abilities.
• Proficiency with Microsoft Office, Adobe Acrobat, and senior-leader data dashboards using Power BI or Tableau.
