European Tender Desk Manager

Location: Delft, Netherlands; travel between teams as needed.

Salary: €6,000–€7,000 per month.

What you will do

• Lead, coach and develop three Tender Coordinators across the Netherlands and DACH.
• Build and roll out a shared European tender operating model with intake routes, review gates, escalation paths and quality standards.
• Plan capacity across 60–90 annual tenders, prioritise the portfolio and advise on bid/no-bid readiness.
• Coordinate Sales, Consultancy, Legal, Security, Product, SaaS/Hosting, Finance and other specialists.
• Own the tender knowledge base, templates, response libraries, version control and quality audits.
• Develop AI-assisted analysis and content-reuse tooling, measure performance and lead continuous improvement.

Requirements

• Proven experience managing complex tenders, bids or RFPs in an international B2B environment, ideally in software, SaaS or IT services.
• Experience with European public procurement, particularly in Germany and/or the Netherlands.
• Experience leading teams, managing concurrent tenders and planning capacity across countries.
• Experience with response libraries, quality assurance and tender tools such as Brainial.
• Fluent English and fluent German or Dutch required; proficiency in all three languages is an advantage.
• Willingness to travel between teams and confidence in resolving incomplete inputs, competing deadlines and quality risks.

• Experience scaling shared processes across international locations.
• Proficiency in English, German and Dutch.
