Lead Business Systems Analyst - Federal Acquisition

Location: Primarily remote within the U.S.; occasional travel to Department of the Interior locations may be required. Availability is required during DOI core hours of 9:30 a.m.–3:30 p.m. ET.

What you will do

• Lead discovery and requirements definition for acquisition planning and pre-award workflows, including PWS development, market research, acquisition planning, and clause selection.
• Analyze acquisition-process data with Python and SQL to validate business rules, identify exceptions, and support improvement recommendations.
• Document current-state processes, controls, data needs, pain points, and handoffs, then design future-state workflows that reduce manual work and improve traceability.
• Facilitate stakeholder workshops and translate competing business needs into requirements, user stories, acceptance criteria, and recommendations.
• Identify opportunities for AI, automation, digital forms, Power Platform, and integrated data while accounting for human review, policy, and compliance.
• Guide junior analysts and coordinate with solution-design and engineering staff through design, prototyping, testing, and user acceptance.

Requirements

• 7+ years of experience in business analysis, business transformation, acquisition modernization, management consulting, or related work.
• Hands-on Python experience for data preparation and analysis, plus SQL experience querying, joining, and validating data.
• Working knowledge of federal acquisition and pre-award processes, including FAR, PWS development, market research, and acquisition planning.
• Experience leading complex requirements and process-redesign work for software, automation, or digital modernization initiatives.
• Ability to lead through influence while remaining hands-on with analysis, documentation, workshops, and delivery.
• Must successfully complete the background investigation, suitability, credentialing, and system-access requirements for a Moderate Risk Public Trust position.

Nice to have

• Experience supporting a federal contracting office or advising federal acquisition organizations.
• Management consulting or professional-services experience in complex transformation programs.
• Knowledge of Microsoft Power Platform, SharePoint/Microsoft 365, data and API concepts, or other low-code environments.
• Experience using generative AI or LLM tools for acquisition, research, requirements, process redesign, or prototyping.
• Experience with large-scale modernization involving multiple systems, stakeholder groups, or organizational units.
