Commercial Manager (Social Infrastructure Pre-Construction)

What you will do

• Lead commercial input for pre-construction activities, including bids, tenders, and early contractor involvement engagements.
• Develop project budgets, cost plans, and financial models for complex infrastructure schemes.
• Identify, manage, and mitigate commercial risks and opportunities during early project stages.
• Prepare pricing strategies, tender submissions, contract terms, and procurement approaches.
• Support value engineering, optioneering, supply chain engagement, and commercially robust project delivery.
• Advise internal stakeholders and clients while building relationships with clients, consultants, and key partners.

Requirements

• Proven experience as a Commercial Manager or Senior Quantity Surveyor, ideally in pre-construction or bid environments.
• Experience delivering complex infrastructure or major project tenders valued at £20m or more.
• Background in social infrastructure sectors such as healthcare, education, residential, or public sector schemes.
• Strong understanding of procurement routes, NEC and JCT contracts, risk management, and commercial governance.
• Degree or equivalent qualification in Quantity Surveying or Commercial Management.
• Strong communication, stakeholder engagement, and strategic decision-making skills.
