Strategic Analyst, Senior (Energy Rates)

Location: Hybrid in Oakland, California; work from a remote office and the Oakland General Office once per week and as business needs require.

Salary: $102,000–$152,000 annually for the Bay Area locality, plus eligibility for discretionary incentive compensation programs.

What you will do

• Perform quantitative analysis of rate levels, trends, drivers, and customer affordability impacts.
• Develop econometric models, forecasting tools, data analyses, and evaluations for regulatory directives and strategic initiatives.
• Create, improve, and maintain databases containing detailed rate-related information and trends.
• Prepare presentations, recommendations, and testimony for senior leadership, regulators, internal clients, and external stakeholders.
• Benchmark rate trends with other utilities and identify actionable insights.
• Project manage cross-functional rate initiatives and respond to time-sensitive forecast and scenario analysis requests.

Requirements

• BS/BA degree in economics, statistics, mathematics, business, finance, policy, sociology, engineering, physics, or a related field, or equivalent work experience.
• At least 4 years of job-related experience.
• Ability to select analytical tools, solve complex problems, and develop actionable recommendations from data.
• Strong written and verbal communication skills, structured thinking, intellectual curiosity, and a collaborative approach.
• Expertise in Microsoft Excel, Word, PowerPoint, and Power BI.

Nice to have

• Master’s degree in a related field or equivalent work experience.
• Six years of job-related experience.
• Knowledge of policy development, revenue requirements, rates or accounting, and energy markets.
• Experience improving business processes and implementing strategic operational initiatives.
