Director of Commissioning, Start-Up, and Operations (CSO)

Location: Houston, Texas; supports both Home Office and site-based assignments with travel as required.

What you will do

• Provide strategic leadership, governance, and functional oversight for commissioning, start-up, and operations across major industrial projects.
• Establish and improve standards, procedures, best practices, and execution methodologies for commissioning, completions, turnover, start-up, and operational readiness.
• Oversee systemization, completions management, turnover, readiness metrics, and handover from construction completion through start-up and operations.
• Lead resource planning, staffing, workforce deployment, and manpower forecasting across home office, module yard, and site locations.
• Integrate engineering, construction, procurement, project controls, and operations while resolving commissioning risks, conflicts, and execution challenges.
• Support proposals and business development, maintain client relationships, and mentor CSO managers, commissioning managers, leads, and coordinators.

Requirements

• Bachelor’s degree in a related field, or equivalent relevant experience.
• 15+ years of experience in commissioning, start-up, operations, process engineering, or major industrial project execution, including 5+ years in leadership.
• Experience leading commissioning, start-up, turnover, and operational readiness for large capital projects in energy, petrochemical, LNG, power, oil and gas, or process industries.
• Knowledge of pre-commissioning, commissioning, system turnover, performance testing, plant operations, process systems, rotating equipment, electrical, instrumentation, and utilities.
• Working knowledge of Process Safety Management, regulatory compliance, risk management, and safe work practices.
• Ability to support home office and site-based assignments, including travel as required; successful background check required.

Nice to have

• Advanced degree in engineering, business, project management, or a related field.
• Experience across multiple projects, business units, or geographic regions and in EPC or EPCM environments.
• Knowledge of commissioning and completions management systems, digital turnover platforms, project controls, and construction-driven commissioning.
• Professional Engineer registration or relevant industry certifications.
