National Legal Specialist - Agricultural Legislation Review and Reform (Agricultural Law): Reviewing Iraq’s agricultural legislation, identifying gaps and overlaps, and developing practical proposals to modernize the legal framework with an accent on legislative harmonization, international obligations, and climate resilience. Focus on drafting reform recommendations, facilitating government stakeholder consultations, and preparing an implementation roadmap.
Location: Home-based; applicants must be nationals of Iraq or residents of Iraq with a valid work permit

What you will do
- Prepare the inception report, review methodology, assessment criteria, stakeholder engagement approach and work plan.
- Compile and map Iraq’s agricultural laws, regulations, ministerial instructions and related legal instruments.
- Conduct legislative review and gap analysis, assessing coherence, enforceability, institutional responsibilities, overlaps and outdated provisions.
- Evaluate alignment with Iraq’s international obligations and relevant international and regional good practice.
- Consult with the Ministry of Agriculture, other ministries and stakeholders to validate findings and build consensus.
- Prepare legal reform recommendations, drafting proposals, explanatory notes, progress reports and the final consultancy report.
Requirements
- University degree in Law, preferably specializing in agricultural, environmental, natural resources or administrative law.
- At least 7 years of relevant experience in legislative review, legal drafting, or agricultural and natural resources law and policy.
- Working knowledge at level C of English and Arabic is required.
- Must be an Iraqi national or a resident of Iraq with a valid work permit.
- Deep knowledge of agricultural legislation, policy, legislative drafting and harmonization processes.
- Experience with Iraq’s legal and institutional framework, stakeholder consultation and government institutions.
