Location: Must reside in and be able to work in the United States. Candidates in the DMV area must travel to the Baltimore office in Woodlawn, Maryland, once per week on Tuesdays. The role supports remote work for employees across the United States, with weekly office attendance required for DMV-based candidates.

What you will do
- Own and maintain Kanban and Scrum boards, product backlogs, Jira tickets, dependencies, releases, and delivery status.
- Elicit, analyze, document, validate, and manage business, functional, user, and technical requirements.
- Translate business objectives and user needs into user stories, functional requirements, process flows, business rules, and acceptance criteria.
- Conduct stakeholder interviews, requirements workshops, JAD sessions, process analysis, and gap analysis.
- Facilitate Agile ceremonies, including sprint planning, standups, backlog refinement, reviews, retrospectives, and release planning.
- Identify blockers, risks, conflicting requirements, process gaps, and dependencies while supporting continuous improvement.
Requirements
- Must be eligible to obtain a U.S. Federal Position of Trust clearance and must have lived in the United States for at least 3 of the last 5 years.
- Must reside in and be able to perform work in the United States.
- At least 8 years of experience leading requirements capture, management, and analysis across the Agile software development lifecycle; 10 years of experience may satisfy education and experience requirements.
- Bachelor’s degree preferred, ideally in computer science or an equivalent field.
- Advanced experience with Jira and Confluence, including boards, backlogs, workflows, dashboards, reporting, and documentation.
- Experience with Scrum or Kanban delivery, Agile facilitation, manual software testing, Microsoft Project, Microsoft Office, and stakeholder communication.
Nice to have
- Two or more years of experience with federal healthcare IT projects, Medicare, Medicaid, or healthcare systems and data.
- Experience using AI-enabled productivity tools for analysis, documentation, requirements development, research, or product delivery.
- PMI-PBA, CBAP, CCBA, CSM, PSM, PMI-ACP, SAFe Scrum Master, PMP, or equivalent certification.
