TL;DR
Solution Architect (FEMA ITSA): Assessing a large federal IT application portfolio across hosting, integration, cost, cybersecurity, and AI readiness with an accent on modernization dispositions, cloud architecture, and enterprise system dependencies. Focus on designing portfolio roadmaps, analyzing migration and retirement impacts, evaluating DevSecOps and API maturity, and translating technical findings into actionable recommendations for agency leadership.

Location: Washington, DC metropolitan area and northern Virginia; work is performed primarily from company facilities or remotely, with periodic travel to Government facilities. Must be a U.S. citizen and able to obtain and maintain a Public Trust suitability determination.

Salary: $130,000–$180,000 per year

What you will do

  • Lead technical assessments of large federal application portfolios across hosting, integration, cost, cybersecurity, and AI readiness.
  • Develop and document modernization dispositions, including retain, rehost, replatform, reengineer, replace, consolidate, and retire.
  • Create prioritized portfolio roadmaps with migration, archival, decommissioning, risk, dependency, cost, and mission-impact considerations.
  • Evaluate cloud, on-premises, hybrid, vendor-hosted, and SaaS architectures, including scalability, resiliency, continuity, disaster recovery, and surge operations.
  • Assess APIs, middleware, data exchanges, DevSecOps, CI/CD, automation, analytics, and AI capabilities.
  • Conduct technical interviews and workshops with system owners, IT operations, mission users, and client stakeholders; validate findings and brief senior executives.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field, or equivalent experience.
  • 15 or more years of progressive IT experience, including significant solution or systems architecture experience on enterprise-scale systems.
  • Experience assessing legacy applications and developing modernization or cloud migration strategies, including the 7 Rs of migration.
  • Deep knowledge of AWS, Azure, and/or Google Cloud, as well as hybrid and on-premises architectures, resiliency, continuity, and disaster recovery.
  • Hands-on experience with system integration, APIs, middleware, enterprise data exchange, application portfolio rationalization, and IT cost or TCO analysis.
  • U.S. citizenship and the ability to obtain and maintain a favorably adjudicated Public Trust suitability determination are required.

Nice to have

  • Experience supporting federal civilian agencies, particularly DHS components.
  • Familiarity with OMB Circulars A-130 and A-11, FITARA, FISMA, FedRAMP, and federal enterprise architecture and governance.
  • Relevant certifications such as AWS Certified Solutions Architect – Professional, Azure Solutions Architect Expert, Google Professional Cloud Architect, TOGAF, or PMP.
  • Experience with grants, case management, financial, emergency, or mission-critical operational systems.
