Head of Technology & Integration (CTO), Payments (Kazakhstan)

What you will do

• Design and own the IT architecture for a licensed Kazakhstan payment business, including payment and e-money processing, wallets, ledgers, reconciliation, reporting, and supporting systems.
• Lead integrations with Kazakhstan national payment infrastructure, state information systems, eGov, Smart Bridge, digital signature and biometric services, and Financial Monitoring Agency reporting channels.
• Connect local licensed entities with Binance global platforms while maintaining segregation of data, client funds, and operations.
• Deliver automated regulatory and statistical reporting to NBK and AFSA, including prudential and currency-position data.
• Establish information security, including ISMS, access management, monitoring, vulnerability testing, penetration testing, incident response, and regulatory compliance.
• Recruit and lead local architecture, integration, engineering, infrastructure, and information security teams while managing technology outsourcing and regulatory engagement.

Requirements

• 10+ years of technology experience in banking, payments, or fintech, including 5+ years in a senior technology leadership role at a licensed financial institution or payment organisation in Kazakhstan.
• Hands-on experience with Kazakhstan payment infrastructure, including NBK, KCIS, the National Payment Corporation, eGov, Smart Bridge, state databases, digital signatures, biometrics, and Financial Monitoring Agency systems.
• Experience building the IT function of a licensed financial entity from the ground up and passing regulatory reviews or inspections.
• Strong knowledge of NBK information security and ICT requirements, Kazakhstan informatization and personal-data legislation, and the AIFC/AFSA technology and outsourcing framework.
• Expertise in payment architecture, ledgers, reconciliation, APIs, ISO 20022, SWIFT, high availability, disaster recovery, and ISO/IEC 27001 or equivalent information security management.
• Fluent Russian and English required; Kazakh strongly preferred. Eligibility to pass a fit-and-proper assessment may be required.
