Stakeholder Engagement and Communications Manager (Infrastructure)

Location: Los Angeles, CA, United States; Workplace: Hybrid. Travel up to 25% or as required by clients.

What you will do

• Lead stakeholder engagement and communications programs for large-scale infrastructure and capital projects.
• Advise public agency clients, project teams, and contractors on strategic communications and stakeholder engagement.
• Develop outreach strategies, communications materials, executive messaging, and public-facing content.
• Manage public meetings, community events, stakeholder inquiries, issue resolution, and engagement performance indicators.
• Present project updates and recommendations to executives, elected officials, governing boards, and public audiences.
• Support business development through proposal development, capture planning, market research, grant applications, and industry relationship building across California.

Requirements

• Bachelor’s degree in Communications, Public Relations, Political Science, Public Policy, Journalism, Project Management, Urban Planning, or a related field.
• 8–10 years of experience in stakeholder engagement, public affairs, communications, government relations, or community outreach.
• At least 8 years of experience supporting infrastructure, construction, transportation, or other capital projects.
• At least 5 years of experience writing proposals, bids, grant applications, or other persuasive business documents.
• Strong presentation, communication, stakeholder management, and strategic writing skills.

Nice to have

• Experience in a government office, legislative office, public agency, construction management consulting, or government relations role.
• Familiarity with California public agencies and procurement processes.
• Knowledge of CEQA, NEPA, and public participation requirements.
• Writing, proposal, or communications portfolio; graphic design management; social media and metrics experience.
