Product Lead (Child Welfare Technology)

Location: Remote within the United States; Nationwide Remote Office (US99)

What you will do

• Own the product vision, modernization roadmap, enhancement backlog, and release priorities for the Child Welfare Reviews Project technology ecosystem.
• Translate stakeholder needs into user stories, requirements, acceptance criteria, workflows, and prioritized product increments.
• Lead discovery activities, including stakeholder interviews, journey mapping, workflow analysis, helpdesk trend review, and user-needs prioritization.
• Coordinate with technical architecture, cloud operations, security, development, UX, QA, data, training, and support teams.
• Support modernization of the CFSR DMS, CFSR Portal, OMS, learning platforms, reporting dashboards, and related applications.
• Support planning for integration of the automated Title IV-E Foster Care Eligibility Review instrument and coordinate UAT, releases, and post-release feedback.

Requirements

• 7+ years of experience in product management, product ownership, business analysis, digital services, IT modernization, or related roles.
• Experience modernizing complex web systems, portals, workflow or case-management tools, learning platforms, reporting systems, or public-sector applications.
• Experience with agile delivery, backlog prioritization, sprint planning, release planning, UAT, and iterative product improvement.
• Strong stakeholder engagement and communication skills across program, technical, security, compliance, operational, and end-user groups.
• Ability to balance product value, user experience, technical feasibility, security and compliance, cost, schedule, and technical debt.
• Experience supporting systems requiring documentation, change control, governance, and operational continuity.

Nice to have

• Experience with federal, HHS, ACF, child welfare, human services, grants, oversight, compliance, or monitoring programs.
• Knowledge of FedRAMP, FISMA, ATO, NIST, Zero Trust, Section 508, privacy, and federal security requirements.
• Experience with AWS-hosted systems, Drupal, PHP, Symfony, MySQL, Jaspersoft, Tableau, Qualtrics, learning management systems, or secure portals.
• Experience with user-centered design, accessibility, customer experience, journey mapping, and digital service practices.
• Relevant product, Scrum, SAFe, PMP, or similar certification.
