APD Expert (Child Welfare)

Location: Nationwide remote within the United States; Fairfax, Virginia, United States of America

Salary: $98,614–$167,644 per year

What you will do

• Guide States, Tribes, and the Children’s Bureau through the development, review, approval, and management of Advance Planning Documents and related project documentation.
• Evaluate APDs, budgets, cost allocation plans, schedules, procurement documents, contracts, feasibility studies, alternatives analyses, and cost-benefit analyses for quality, completeness, and compliance.
• Provide technical assistance on child welfare information systems, CCWIS requirements, Federal financial participation, procurement strategies, project governance, and systems planning.
• Conduct technical reviews of State and Tribal child welfare systems and prepare findings, recommendations, reports, briefings, and technical feedback.
• Develop guidance, templates, training materials, technical bulletins, and best practices for State, Tribal, and Federal audiences.
• Facilitate meetings, workshops, webinars, monitoring activities, and consultations with Federal, State, Tribal, contractor, and vendor stakeholders.

Requirements

• Bachelor’s degree in Public Administration, Information Systems, Computer Science, Business Administration, Social Sciences, Human Services, or a related field.
• At least 10 years of experience supporting child welfare, human services, or federally funded technology modernization initiatives.
• Eligibility to obtain and maintain a federal Public Trust clearance is required.
• Knowledge of child welfare information systems, project governance, project management, systems development life cycle methodologies, and Federal requirements.
• Strong written, verbal, facilitation, analytical, and technical writing skills.
• Work must be performed remotely within the United States.

Nice to have

• Master’s degree in Public Administration, Information Systems, Business Administration, Social Work, Public Policy, or a related field.
• Experience supporting the Children’s Bureau, Administration for Children and Families, or other Federal human services agencies.
• Experience developing technical assistance, training, webinars, workshops, written guidance, executive briefings, and reports.
• Experience with statewide or Tribal automated human services information systems and APD-related planning, budgets, procurement strategies, and Federal funding requests.
• Experience working with Federal, State, Tribal, contractor, and vendor stakeholders while managing multiple priorities.
