Environmental Compliance & Policy Specialist

Location: Remote; support for the U.S. Army environmental portfolio. Travel as required.

What you will do

• Research and consolidate environmental statutes, regulations, Department of Defense and Army policy, and implementation guidance.
• Develop recommendations to update, revise, or rescind Army environmental issuances and advise government personnel on policy-product structure and staffing.
• Collect, analyze, and adjudicate stakeholder comments while maintaining comment matrices and decision records.
• Coordinate comment resolution with Army subject-matter experts and support ETMS2 tasking packages and staffing actions.
• Prepare working-group materials, research summaries, draft guidance, executive briefings, white papers, newsletters, and training materials.
• Support compliance reporting, Notices of Violation analysis, PPBE inputs, and environmental program visibility products.

Requirements

• Bachelor's degree in environmental science, environmental policy, environmental or civil engineering, natural resources, public policy or administration, or a related field; a master's degree is preferred.
• 8–10 years of professional experience in environmental compliance, environmental policy, or federal/DoD environmental program support.
• Working knowledge of the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, and Toxic Substances Control Act.
• Experience developing or substantially revising official policies, guidance, SOPs, or comparable issuances, including comment resolution.
• Strong written and verbal communication skills, including writing for senior Army audiences and leading working-group discussions.
• Ability to obtain a Secret clearance; proficiency with Microsoft Excel, PowerPoint, and Word.

Nice to have

• Army or Department of Defense headquarters or command-level environmental policy experience.
• Experience with ETMS2, Army PPBE, environmental program resourcing, or collaboration tools such as Teams, SharePoint, Approvals, Power BI, and Visio.
• Experience with storage tanks, solid-waste or hazardous-waste compliance, Notices of Violation, enforcement actions, or enterprise compliance metrics.
