Program Specialist I (Workforce Development)

Location: Kingsville, Texas, United States; onsite work in classrooms, laboratories, manufacturing facilities, and community settings. Occasional travel throughout South Texas and evening or weekend work may be required.

Salary: $35,360–$37,440 annual base salary, negotiable based on funding availability and qualifications.

What you will do

• Assist with planning, coordinating, and delivering skilled trades, energy, and residential weatherization training programs.
• Coordinate course schedules, instructor assignments, classrooms, laboratories, equipment, instructional materials, and supplies.
• Conduct participant orientations and support testing, credentialing, completion, recruitment, outreach, and community events.
• Maintain participant records, attendance, assessments, credential data, and institutional database entries.
• Prepare grant, contract, institutional, administrative, and performance reports; monitor milestones, budgets, deliverables, and compliance documentation.
• Support program evaluation, continuous improvement, equipment maintenance, inventory control, and environmental health and safety requirements.

Requirements

• Bachelor’s degree in business, engineering, construction management, industrial technology, workforce development, or a related field, or an equivalent combination of education and experience.
• Experience coordinating technical instruction or workforce training.
• Experience with SharePoint, Excel, and other Microsoft Office applications.
• Knowledge of workforce development, continuing education, program administration, data management, recordkeeping, and grant compliance.
• Strong organizational, communication, analytical, problem-solving, multitasking, and relationship-building skills.
• Ability to work onsite in Kingsville, Texas, travel occasionally throughout South Texas, lift up to 50 pounds, and work occasional evenings and weekends.

Nice to have

• Three years of related project coordination or program administration experience.
• Experience with NCCER curriculum, weatherization or energy efficiency programs, or skilled trades workforce initiatives.
