Program Manager, Digital Standards

Location: Hybrid in Rockville, Maryland, United States, with up to 10% travel

Base salary: USD $101,042–$142,429 annually; target annual bonus varies by role level.

What you will do

• Develop and maintain the Digital Standards portfolio roadmap across product, scientific, policy, marketing, and communications workstreams.
• Lead cross-functional planning, coordinating objectives, milestones, dependencies, resources, and delivery across multiple initiatives.
• Establish program governance, including meeting cadences, decision logs, issue escalation, and risk-management processes.
• Create dashboards, portfolio reports, and KPIs to provide leadership with visibility into progress and performance.
• Monitor budgets, track monthly actuals, forecast spending, and identify resource gaps and mitigation actions.
• Maintain program documentation and facilitate communication across teams to support coordinated execution.

Requirements

• Bachelor’s degree in project management, business, science, engineering, or a related field.
• At least 7 years of project or program management experience, preferably in scientific, digital, regulatory, healthcare, pharmaceutical, nonprofit, or other regulated environments.
• Experience coordinating cross-functional teams and managing complex, multi-stream programs.
• Demonstrated ability to manage budgets and timelines and report portfolio status to executive leadership.
• Familiarity with digital product development, scientific workflows, regulatory processes, and project management tools such as MS Project, Smartsheet, Planner, Asana, or Jira.
• Strong communication, organizational, stakeholder-management, and alignment-building skills in complex and evolving environments.

Nice to have

• PMP, PgMP, Agile, or another formal project or program management certification.
• Experience with regulatory, standards-development, structured-data, digital transformation, or scientific software programs.
• Experience with portfolio budgeting, multi-program financial forecasting, governance-model design, dashboards, or senior leadership reporting.
• Experience using AI tools to automate or accelerate work.
