Technical Product Owner (Federal IT Modernization)

Location: Washington, DC; hybrid with two days per week on site. U.S. citizenship is required, and the role requires the ability to obtain and maintain Public Trust clearance.

What you will do

• Develop product roadmaps aligned with mission objectives, technology priorities, cybersecurity requirements, resources, and budget.
• Translate operational and stakeholder needs into product requirements, user stories, release plans, and measurable outcomes.
• Own backlog refinement, feature prioritization, sprint planning, and incremental release planning.
• Coordinate delivery across software development, infrastructure, cybersecurity, architecture, business, and government stakeholders.
• Manage dependencies, risks, technical debt, resource constraints, milestones, and delivery tradeoffs.
• Prepare executive briefings, business cases, decision papers, dashboards, governance materials, and product documentation.

Requirements

• Bachelor’s degree in Computer Science, Information Systems, Business Administration, Management, or a related discipline.
• 7–10+ years of experience in business analysis, technical analysis, product ownership, product management, or technology program delivery.
• Experience leading technology capabilities through roadmap planning, requirements, prioritization, delivery, releases, and implementation.
• Strong understanding of Agile product delivery, including backlog refinement, sprint planning, iterative development, and incremental releases.
• Experience coordinating cross-functional enterprise technology teams and managing complex dependencies, risks, schedules, and competing priorities.
• U.S. citizenship and the ability to obtain and maintain Public Trust clearance are required.

Nice to have

• Experience with enterprise IT modernization and complex digital transformation initiatives.
• Knowledge of WSJF, MoSCoW, value-based scoring, multi-year product strategies, and technology roadmaps.
• Experience with federal organizations, enterprise architecture governance, cybersecurity requirements, or mission-critical technology environments.
• Background in change management, stakeholder adoption, communications, and training for enterprise technology releases.
