Government Financial Functional Analyst (Oracle EBS)

What you will do

• Support federal financial management, budgeting, accounting, financial analysis, and financial system operations.
• Analyze financial processes, support budget formulation and execution, and document functional requirements.
• Support Oracle E-Business Suite Financials or similar federal financial systems through requirements analysis, testing, issue resolution, reporting, and user support.
• Perform financial calculations, reconciliations, reporting, data analysis, and financial data validation.
• Develop and maintain functional requirements, business process flows, test cases, financial reports, standard operating procedures, user guides, and status updates.
• Coordinate with government stakeholders, functional users, technical teams, and project teams to improve financial processes and resolve system issues.

Requirements

• Must be eligible to obtain a U.S. Government Public Trust, Secret, or Top Secret clearance.
• U.S. citizenship is required for basic federal clearance eligibility, along with a clear criminal history check and no recent or pending bankruptcies.
• 5–7+ years of relevant experience in government finance, financial management, budgeting, accounting, financial analysis, or financial systems.
• Experience with government financial processes, Oracle EBS Financials or similar federal financial management systems, requirements documentation, and functional testing.
• Experience analyzing financial data, researching discrepancies and variances, validating test results, and supporting corrective actions.
• Strong communication, analytical, problem-solving, organizational, and Microsoft Office skills.

Nice to have

• Experience with Oracle Federal Financials, Momentum, SAP, PeopleSoft, CGI Advantage, or similar government financial systems.
• Experience with budget formulation, budget execution, spend plans, funds control, accounting transactions, reconciliations, or financial reporting.
• Experience with system modernization, financial system implementation, user acceptance testing, or functional testing.
• Experience with SQL, Power BI, Tableau, Excel reporting, dashboards, or financial data visualization.
• Experience with Jira, Confluence, SharePoint, ServiceNow, or similar tools.
