TL;DR
Deputy Team Leader, Program Enablement (PLMSP) (program management and organisational change): Providing strategic and operational leadership across a complex Pacific labour mobility program with an accent on program enablement, governance, transition planning, and stakeholder engagement. Focus on leading organisational change, strengthening risk management and delivery capability, and guiding senior leaders through evolving priorities.
Location: Brisbane or Canberra, Australia. Valid work rights in Australia are required; visa sponsorship is not available. Domestic and international travel may be required.
Full-time engagement through September 2028, with possible extension subject to project requirements and funding.

What you will do
- Provide strategic oversight of program enabling functions, including contract management, procurement and workforce planning.
- Lead organisational change, transition planning and continuous improvement across the Pacific Labour Mobility Support Program.
- Provide strategic supervision and support to Stream Leads across operations, people, technology and communications.
- Advise the Senior Leadership Team on organisational planning, decision-making and program direction.
- Strengthen risk governance, escalation and reporting, while supporting effective engagement with DFAT and senior stakeholders.
- Mentor and coach senior staff and foster a collaborative, high-performing leadership culture.
Requirements
- Tertiary qualification in business administration, organisational leadership, change management, public policy, international development, program management or a related discipline.
- At least 10 years of experience in senior leadership roles within complex programs, organisations or business functions.
- Demonstrated experience in organisational change, business improvement, governance reform, strategic risk management or organisational transformation.
- Experience working in complex, politically sensitive or rapidly evolving environments and making sound decisions under uncertainty.
- Strong experience influencing senior stakeholders, including government, client or executive-level audiences.
- Proven people leadership, communication and cross-cultural engagement skills.

- Experience working with DFAT or comparable government stakeholders.
