Senior Director, Public Policy

Location: Remote within the United States; position based in Washington, DC and requires some travel

Salary: $230,720–$345,000 annually, plus incentive opportunity

What you will do

• Direct and execute the U.S. public policy agenda in alignment with business growth, medical innovation, and patient-care priorities.
• Lead a public policy team of two and coordinate external policy advisors and consultants.
• Analyze legislation and regulation covering price controls, Medicare, Medicaid, FDA policy, PBM reform, 340B, importation, and related healthcare programs.
• Co-lead the Inflation Reduction Act task force with Market Access and Finance, monitoring implementation and preparing the business for impact.
• Develop policy positions and represent Otsuka in trade and national policy organizations, including PhRMA.
• Advise senior executives and collaborate with Corporate Affairs, Market Access, Commercial, Regulatory, R&D, Federal and State Government Affairs, and Alliance Development.

Requirements

• At least 10 years of experience in health policy, public programs, Medicare or Medicaid, or government sectors, with payer or commercial expertise.
• At least 5 years of experience managing high-performing teams and developing talent.
• Strong knowledge of healthcare policy laws, regulations, and compliance guidance.
• Deep understanding of the U.S. biopharmaceutical market, government programs, healthcare reform, pricing, reimbursement, and regulatory matters.
• Ability to assess and communicate business impacts, shape commercial strategies, and define policy objectives.
• Master’s degree in health policy, public health, public affairs, or a related field preferred.
