TL;DR
Senior Functional Analyst (JIRA): Capturing, analyzing, and managing business, functional, technical, and non-technical requirements for Agile software development teams with an accent on JIRA-based requirements management, SAFe processes, traceability, and change control. Focus on decomposing user stories, defining acceptance criteria, coordinating with systems engineers and stakeholders, and mentoring junior analysts across the product development lifecycle.

Location: 100% remote within the United States. Candidates from California, Colorado, Illinois, Minnesota, New Jersey, New York, Oregon, or Washington will not be considered.

Salary: $78,167–$103,855 per year

What you will do

  • Lead the capture, analysis, documentation, validation, and change control of business, functional, technical, and non-technical requirements.
  • Manage requirements, epics, sub-epics, user stories, testing, defects, and traceability in JIRA and other Application Lifecycle Management tools.
  • Conduct user interviews, facilitate requirements and backlog refinement sessions, develop process models, and define acceptance criteria.
  • Coordinate with product owners, business users, systems engineers, developers, customers, and contractors to assess solution impacts and resolve impediments.
  • Track project risks, issues, metrics, dependencies, configuration items, and product backlogs throughout the Agile development lifecycle.
  • Serve as a product functional subject matter expert and lead or mentor junior analysts.

Requirements

  • U.S. citizenship is required for this opportunity.
  • Must possess or qualify for a Public Trust (MBI) security clearance and complete the required government investigation.
  • Ten years of professional experience; a Master’s degree in Engineering or a related scientific or technical discipline is required, with an additional ten years of experience potentially substituting for education.
  • Strong experience with software development, Agile and Scaled Agile Framework (SAFe) methodologies, and large Agile software development or data integration projects.
  • Expertise with JIRA, advanced Microsoft Office and Excel skills, requirements analysis, independent research, communication, and problem-solving.
  • Excellent written and oral communication skills, including the ability to explain complex technical topics to technical and non-technical audiences.

Nice to have

  • Experience in a federal health agency, including the Department of Veterans Affairs, Defense Health Agency, or Department of Health and Human Services.
  • Working knowledge of the VA Veterans Independence Program, VA SQA testing, healthcare billing and claims processing applications.
  • Certified Scrum Master or Professional Scrum Master certification.
