DFC - Program Manager (Cybersecurity)

Location: United States; hybrid with 2 days onsite

hirify.global supports a program for the United States International Development Finance Corporation involving federal IT, cybersecurity, and information security operations.

What you will do

• Direct contract performance across all task areas, including planning, staffing, schedules, deliverables, SLAs, KPIs, AQLs, and acceptance criteria.
• Lead program kickoff activities and develop, maintain, and submit the Program Management Plan and related governance documentation.
• Establish governance structures, communications and escalation paths, internal controls, risk management processes, and coordination models with Government stakeholders.
• Coordinate with the COR, CISO, ISSOs, system owners, auditors, privacy and records stakeholders, technical teams, and contractor organizations.
• Prepare weekly, monthly, and quarterly performance reports, executive briefings, dashboards, metrics, funding forecasts, and cybersecurity posture updates.
• Manage transition activities and maintain version-controlled, traceable, audit-ready program artifacts, including risk registers, action logs, staffing plans, training plans, and runbooks.

Requirements

• U.S. citizenship and eligibility for a Tier 4 High-Risk Public Trust background investigation and required DFC access approvals.
• Active Public Trust clearance and active Project Management Professional (PMP) certification.
• Bachelor’s degree in Computer Science, Information Technology, or a related field.
• 10+ years of progressively responsible program or project management experience, including at least five years leading federal IT or cybersecurity service-delivery programs.
• Experience with federal cybersecurity operations, FISMA, OMB Circular A-130, NIST Risk Management Framework, continuous monitoring, ATO processes, POA&M management, audit readiness, and federal records requirements.
• Working familiarity with ServiceNow or comparable federal GRC platforms, Splunk, vulnerability scanning tools, Microsoft security and cloud services, Azure Government, Entra ID, Okta, Palo Alto, Zscaler, Cisco, and Aruba.
