DevSecOps Engineering Program Manager

Location: Hybrid, based in Fall River, Massachusetts, with at least 3 days per week in the office. Applicants must be able to obtain and maintain an active Secret U.S. Security Clearance.

Salary: $135,000–$273,000 per year, with experience-based ranges of $135,000–$231,000 or $164,000–$273,000.

What you will do

• Lead delivery, governance, and operational execution of an enterprise DevSecOps Software Factory used by distributed engineering teams.
• Plan and manage Agile iterations, sprints, release roadmaps, backlogs, milestones, and Definition of Done activities using Jira, Confluence, and PMO tools.
• Drive technical decisions involving CI/CD modernization, container orchestration, infrastructure as code, automated testing, and secure platform tooling.
• Coordinate platform deployment and dependency packaging in air-gapped, high-security, and classified environments.
• Engage with U.S. Government stakeholders, vendors, engineering teams, and technical leads through briefings, reviews, and Technical Interchange Meetings.
• Manage burn rates, resource allocation, dependencies, and programmatic, technical, cybersecurity, and staffing risks.

Requirements

• Bachelor’s degree in computer science, systems engineering, cybersecurity, information technology, or a related discipline, or equivalent professional experience.
• At least 7 years of progressive experience in software engineering, DevSecOps, systems engineering, or technical project/program management in DoD or mission-critical environments.
• Experience leading Agile teams using Scrum, Kanban, or SAFe and driving work items to completion in Jira or Azure DevOps.
• Understanding of DevSecOps tools and pipelines, including GitLab, Jenkins, SonarQube, Nexus or Artifactory, and security scanning tools.
• Knowledge of Docker, Kubernetes, RKE2, Terraform, Ansible, SAST, DAST, SCA, secrets detection, and SBOM generation.
• Ability to obtain and maintain an active Secret U.S. Security Clearance and work from the Fall River, MA office at least 3 days per week; willingness to travel up to 10%.

Nice to have

• Experience with U.S. Navy, NAVSEA, Undersea Warfare, or related DoD defense programs.
• Experience with the DoD Enterprise DevSecOps Reference Design, cATO processes, classified environments, air-gapped deployments, or disconnected Software Factories.
• Project, Agile, cloud architecture, Kubernetes, or cybersecurity certifications such as PMP, PMI-ACP, CSM, SAFe Agilist, CKA, CKAD, Security+, or CISSP.
