What you will do

  • Develop and maintain an enterprise cryptographic inventory and migration plan for Veterans Affairs systems.
  • Document algorithms, protocols, libraries, cryptographic modules, HSMs, key management systems, certificates, and dependencies.
  • Assess cryptographic compliance against VA, NIST, FIPS 140-2/3, and ISO/IEC 19790 requirements.
  • Identify legacy, deprecated, non-compliant, and quantum-vulnerable cryptography and define risk-based migration strategies.
  • Plan migration to NIST-approved post-quantum cryptography algorithms, including FIPS 203, 204, and 205, while coordinating with system and business owners.
  • Develop migration metrics, interim risk mitigations, reporting, and guidance for technical and non-technical leadership.

Requirements

  • At least 10 years of IT experience, including at least 5 years in quantum computing and cryptography at a large corporation or government agency.
  • Expertise in quantum mechanics, quantum algorithms such as Shor’s and Grover’s algorithms, quantum information theory, and quantum programming frameworks including Qiskit, Cirq, Quipper, or Microsoft Quantum Development Kit.
  • Expertise in cryptographic protocols, PKI, post-quantum cryptography, quantum-resistant algorithms, and NIST and ISO/IEC 19790 standards.
  • Proficiency in Python, C++, and Java, as well as classical and quantum simulation tools.
  • Bachelor’s degree in business, cybersecurity, computer science, information systems, information assurance, information security, or a related field; qualifying IAT III, IAM III, or IASAE III certifications or experience may substitute.
  • Certification in IAT Level III, IAM Level III, or IASAE Level III is required.

Nice to have

  • Experience developing a cryptographic inventory or migration plan for a federal agency.
  • Familiarity with FedRAMP, FISMA, and RMF authorization processes.
  • Experience administering HSMs and key management systems.
  • CISSP, GIAC GSE, or vendor-specific quantum computing credentials.
