Knowledge Management (KM) Subject Matter Expert (SME) — Support Agreements (DoD medical supply chain): Managing interagency support agreements and centralized knowledge assets for a Department of Defense medical supply chain resilience program with an accent on data-sharing governance, agreement lifecycle management, and secure knowledge access. Focus on building automated renewal workflows, maintaining SharePoint portals with RBAC, formalizing SOPs, and translating operational lessons into improvements.
Location: National Capital Region (Washington, DC area); hybrid work with 3 days onsite per week; up to 10% travel

What you will do
- Draft, coordinate, and manage interagency and intra-agency support agreements, including MOUs, MOAs, SLAs, stockpile management agreements, and data-sharing agreements.
- Define resource commitments, funding, performance metrics, partnership terms, standards, and evaluation processes.
- Manage the full lifecycle of support agreements, including routing, renewals, renegotiations, and expiration tracking.
- Build automated workflows and maintain a centralized SharePoint knowledge portal with taxonomy, version control, and role-based access control.
- Coordinate data-sharing and interconnection security agreements while enforcing CUI handling procedures and policy guardrails.
- Facilitate After Action Reviews, capture subject-matter expertise, and convert lessons learned into actionable improvements and SOPs.
Requirements
- Bachelor’s degree in business administration, public administration, information or knowledge management, or a related field.
- At least five years of professional experience in knowledge management, interagency agreement management, or program support within DoD or federal agencies.
- Proficiency with SharePoint, workflow automation such as Power Automate, document libraries, and version control.
- Working knowledge of CUI handling requirements and RBAC principles.
- Excellent written and verbal communication skills, including briefing senior government stakeholders.
- US citizenship and an active Secret security clearance are required.
Nice to have
- Experience drafting and staffing interagency support agreements under DoDI 4000.19, including DD Form 1144.
- Certified Knowledge Manager certification or equivalent.
- Experience with federal health or logistics agency agreements and governance.
- Familiarity with secure government cloud environments and interconnection security agreement processes.
- Experience facilitating After Action Reviews and developing SOPs.
