Senior Manager of Proposals (Government Contracting)

Location: Rockville, Maryland, United States (Hybrid)

Base salary: $160,000–$175,000 annually, plus performance incentive eligibility and discretionary bonuses.

What you will do

• Lead complex federal proposal efforts from pre-RFP shaping and kickoff through final submission.
• Develop proposal schedules, outlines, compliance matrices, writing plans, review protocols, and readiness reporting.
• Coordinate capture, business development, solution, pricing, recruiting, operations, partner, executive, writer, reviewer, and SME contributors.
• Lead Blue, Pink, Red, Gold, and final submission-readiness reviews while maintaining version control and submission quality.
• Translate win themes, discriminators, and technical inputs into compelling evaluator-focused narratives.
• Build repeatable proposal governance, mentor contributors, and brief leadership on readiness, risks, recovery needs, and competitive posture.

Requirements

• 10+ years of progressive federal proposal development experience.
• At least 5 years of recent leadership as a Proposal Manager or Senior Proposal Manager for a U.S. government contractor.
• Experience leading high-value federal pursuits, including $25M–$100M+ single-award contracts and $100M+ IDIQ, GWAC, or BPA vehicles.
• Required expertise in Shipley, APMP, or an equivalent proposal methodology, with a strong understanding of FAR-based procurement, evaluation criteria, Best Value Tradeoff, and LPTA.
• Strong writing, editing, storytelling, compliance, color team review, executive briefing, and cross-functional leadership skills.
• Advanced proficiency with Microsoft Word, PowerPoint, Excel, SharePoint, Teams, and structured tracking systems such as Jira or compliance trackers.

Nice to have

• APMP Practitioner or Professional certification or advanced Shipley-based training.
• Experience with federal civilian, health IT, IT modernization, digital transformation, contact center, ServiceNow, cloud, cybersecurity, or professional services pursuits.
• Experience building proposal infrastructure, mentoring contributors, and working in small or mid-size GovCon growth environments.
• Familiarity with capture management, pricing coordination, oral presentations, win/loss analysis, ISO/CMMI environments, Power BI, and AI-enabled proposal tools.
