TL;DR
Information Systems Security Manager (ISSM) (Aerospace): Leading accreditation, operation, and sustained compliance for a newly established multi-domain classified facility supporting government customers with an accent on ICD 503 authorization, classified network operations, and SCIF accreditation. Focus on designing security architecture, managing concurrent ATO/ATC processes, coordinating with government Authorizing Officials, and sustaining compliance across JWICS, SIPRNet, and NIPRNet environments.

Location: Washington, DC; hybrid/remote during the approximately 12-month facility design and pre-accreditation phase, followed by full-time onsite work in Chantilly, Virginia. U.S. citizenship and the ability to work onsite when the facility opens are required.

What you will do

  • Lead Assessment & Authorization activities for multiple classified and unclassified systems under ICD 503, RMF, IC, and DoD requirements.
  • Develop SSPs, SARs, ATO/ATC packages, POA&Ms, configuration baselines, inventories, and continuous monitoring documentation.
  • Coordinate with government Authorizing Officials, ISSOs, program security officers, network operations centers, and accreditation authorities.
  • Operate as ISSO for initial systems during facility standup, conduct assessments and vulnerability reviews, and manage remediation through closure.
  • Support SCIF accreditation, ICD 705 compliance, TEMPEST/EMSEC requirements, RED/BLACK separation, and network architecture reviews.
  • Lead incident response, security awareness training, policy development, and transition of responsibilities to the growing security team.

Requirements

  • Active, fully adjudicated Top Secret clearance with SCI eligibility is required at hire; interim clearances are not accepted.
  • U.S. citizenship is required, with no exceptions.
  • 10+ years of progressive information security experience, including at least 5 years as an ISSM or senior ISSO in an IC or IC-adjacent contractor environment.
  • Hands-on ICD 503 and IC-specific A&A experience, including concurrent authorization processes for multiple systems and authorities.
  • Experience with JWICS, SIPRNet, NIPRNet, TEMPEST/EMSEC, RED/BLACK separation, SSPs, POA&Ms, and continuous monitoring.
  • DoD 8140/8570 IAM Level III certification required at hire; CISSP, CISM, or equivalent is accepted.

Nice to have

  • Air Force intelligence or AFSCI enclave experience, SAP network accreditation, or NRO network security experience.
  • Experience standing up and accrediting a new SCIF under ICD 705.
  • Experience managing four or more concurrent classified and unclassified network environments.
  • Current SAP, SCI compartment, CI, or Full Scope Polygraph access.
  • Prior FSO, deputy FSO, physical security, or personnel security experience.
