HR & Site Service/External Affair Manager (Manufacturing)

Location: Ungaran Plant, Semarang, Indonesia

What you will do

• Lead employee and industrial relations at the plant, including union engagement, dispute resolution, and implementation of the Collective Labor Agreement.
• Manage HR operations and align people strategies with plant business objectives, workforce capability, employee engagement, and business continuity.
• Act as the company-wide subject matter expert for Industrial Relations and Employee Relations, supporting functions beyond plant operations.
• Build relationships with government authorities, regulatory bodies, and local communities to support permits, compliance, social acceptance, and sustainable community initiatives.
• Oversee General Affairs, facility management, security, logistics, vendor management, and workplace services.
• Coordinate with HR leaders across ASEAN, APAC, and global teams to align local implementation with global HR strategy.

Requirements

• Bachelor’s degree in Law, Human Resources, Industrial Relations, Psychology, or a related field.
• At least 5 years of experience in Employee Relations, Industrial Relations, HR Operations, and HR Business Partner roles in manufacturing or plant environments.
• At least 5 years of experience in community relations, government relations, General Affairs, CSR, or facilities management in industrial or plant operations.
• Experience leading Collective Labor Agreements and union negotiations, with strong knowledge of labor laws, union practices, dispute resolution, HR processes, and local regulations.
• Advanced English communication proficiency is required. Strong interpersonal, conflict resolution, negotiation, communication, and stakeholder management skills are also required.
• Leadership experience with cross-functional teams and external stakeholders, plus the ability to manage sensitive issues and complex situations.

Nice to have

• Understanding of ISO systems and an ISO certification.
