What you will do

• Lead development of technical and management proposal content for DHA, VA, and other federal healthcare opportunities.
• Develop technical approaches, management and staffing plans, executive summaries, and past performance narratives aligned to mission priorities.
• Partner with Business Development and Capture teams to design customer-centric solutions for DHA operational objectives.
• Conduct structured SME interviews and translate architectures (cloud, DevSecOps, interoperability, health data platforms) into evaluator-friendly proposal narratives.
• Analyze solicitations and DHA requirements to shape opportunities, technical strategy, and win themes.
• Coordinate with proposal managers and graphics teams to ensure technical content is visually clear and operationally relevant; support proposal execution through kickoffs, reviews, and status meetings.

Requirements

• Residency: Must reside within the continental US.
• Bachelor’s degree in Computer Science, Engineering, MIS, Business, or a related technical discipline.
• 10+ years of experience across IT, systems engineering, software development, infrastructure, or enterprise technology environments.
• 5+ years of experience supporting federal proposal development and technical solutioning efforts.
• Working knowledge of modern IT infrastructure, cloud environments, Agile methodologies, and DevSecOps delivery models.
• Excellent written and verbal communication skills with strong attention to detail; ability to translate technical concepts into evaluator-ready narratives.

Nice to have

• Familiarity with Shipley-based capture and proposal methodologies.
• Experience supporting Agile and SAFe software delivery environments.
• Prior experience supporting DHA, VA, or other federal healthcare agencies.
• Exposure to healthcare interoperability, cloud modernization, enterprise architecture, or longitudinal health record initiatives.
• Ability to obtain and maintain a government clearance.
