Senior Acquisition Analyst

TL;DR

Senior Acquisition Analyst: Supporting the Industrial Base Analysis and Sustainment (IBAS) program by researching and analyzing the global defense industrial base and producing acquisition documents across the project lifecycle. Focus on acquisition strategy guidance (pre-award through sustainment), contract vehicle research, translating complex proposal concepts for stakeholders, and aligning spend plans with IBP policies.

What you will do

• Provide expert guidance on acquisition strategies across the project lifecycle, including contract types, incentives, acquisition approaches, and negotiation of terms and conditions.
• Research contract vehicles/types and build relationships to coordinate and support executing teams.
• Engage with potential offerors and stakeholders, translating complex proposal and contract concepts into clear written work products and oral presentations.
• Support spend plans by ensuring executing teams align with IBP policies for project approvals.
• Recommend prototyping efforts, evaluate proposed efforts, monitor program execution, and conduct site visits and strategic communications operations as required.

Requirements

• Active Secret security clearance with ability to obtain and maintain Top Secret clearance.
• Master's degree in any field.
• 10+ years of DoD acquisition and contracting expertise.
• Experience with the Defense Acquisition System (DoD Instruction 5000 series), FAR/DFARS, cooperative agreements, and drafting acquisition strategies.
• Proficiency in the DoD PPBE process, including tracking, managing, and reporting relevant to IBAS or Defense Production Act (DPA) Title III appropriation types.
• Experience structuring economic participation deals, including public-private partnerships (P3s), cost-sharing arrangements, and industrial participation (offsets).

Nice to have

• Experience in OSD or similar senior, strategic-level staff environments.
• Experience briefing and advising senior military leaders (including SES or Flag/General Officers).
• Experience applying systems engineering concepts to complex technical and programmatic challenges.
• Understanding of advanced manufacturing, microelectronics, batteries, critical materials, kinetic capabilities, or workforce development initiatives.
• PMP, DAWIA advanced certification (Program Management or Contracting), or recognized equivalent.
