What you will do
- Provide senior technical oversight and quality assurance across country activities to ensure methodological consistency.
- Develop standardized approaches to bottleneck analysis and financing flow mapping for partner governments.
- Advise on feasible PFM reform options, including emergency reallocation rules and contingency financing mechanisms.
- Support the design and execution of simulation exercises and operational scenarios.
- Develop final reform packages, country roadmaps, and a replicable crisis-responsive financing model.
- Mentor and provide backstopping to country-level PFM specialists.
Requirements
- Advanced degree in economics, public finance, public policy, health financing, or a related field.
- Minimum 10 years of experience in public financial management, health financing, or fiscal policy.
- Demonstrated experience supporting government-led PFM reforms in low- and middle-income countries.
- Deep understanding of budget execution, treasury systems, and decentralized financing systems.
- Current residence in an Asia / Pacific time zone is required.
- Professional experience specifically within Southeast Asia and/or Pacific Island contexts.

- Previous experience working with , USAID, DOS, World Bank, ADB, or similar international partners.
