Portfolio Manager (Networks/Unified Communications): Overseeing the lifecycle management and strategic planning for enterprise network and unified communications capabilities within a large-scale Department of Defense (DoD) enterprise network with an accent on secure, resilient, and modern communications delivery. Location: Onsite in Hampton, VA

Salary: $120,000–$130,000 Annually

What you will do

• Manage a portfolio encompassing enterprise network services, unified communications platforms, and transport infrastructure.
• Develop, validate, and manage requirements for routing, switching, voice/video, mobility, and network security capabilities.
• Oversee lifecycle management for network and UC systems, including technology refresh, modernization, and sustainment.
• Develop a 1–3 year strategic outlook for network and UC evolution, assessing risks and recommending investments.
• Support enterprise budgeting, prioritization, and investment planning for network and UC capabilities.
• Lead project teams and collaborate on best practices for project execution and problem-solving.

Requirements

• Active TS/SCI Eligibility clearance required.
• 6-9 years of IT Project Management experience, including managing multiple complex technical projects.
• Experience supporting DoD networks, programs, or enterprise IT environments (e.g., JWICS).
• Familiarity with DoD lifecycle processes, requirements management frameworks, and enterprise architecture principles.
• Strong communication skills and the ability to work effectively across technical and non‑technical teams.
• Must be able to work onsite in Hampton, VA.

Nice to have

• Technical background in networking and systems.
• PMP or Agile certification (PMI-ACP preferred).
• Experience with DoD NIPR, SIPR, and JWICS Networks.
• Experience with large‑scale modernization efforts or cloud transition planning.
• Knowledge of cybersecurity requirements, RMF processes, and DoD architecture frameworks.
